American Pet Insurance Company, which underwrites Trupanion policies, is seeking an overall rate increase of 20.6% for its pet insurance program in Hawaii.
The proposed changes would affect 8,060 policyholders and generate an estimated $1.9 million in additional annual premium. Individual increases would range from 1.7% to 42.8%.
Trupanion is revising its base rates and factors tied to geography, breed, age at enrollment and gender based on its loss experience. The changes are proposed to take effect December 1, 2026, for new and renewing policies.
Hawaii regulators have placed the filing on hold, saying Trupanion did not provide sufficient statistical support for the proposed rating-factor changes. The insurer has until August 21 to respond; until then, the filing is considered incomplete and cannot be used.
The filing replaces an earlier submission that Trupanion withdrew.
