American Pet Insurance Company, part of Trupanion, filed for a 20% rate increase in Idaho for its Aflac Pet Insurance Powered by Trupanion program, effective June 1, 2026, for new and renewal business. The filing was submitted on a use and file basis. The indicated need was 25.5%, but the company selected a lower 20% increase. The prior revision, effective January 1, 2025, was 15%.
According to the actuarial memorandum, the increase is driven by rising veterinary costs. Because the Idaho book lacks fully credible standalone experience, the company relied on broader Trupanion program data. Assumptions include a –6.8% annual premium trend, a 9.4% annual loss trend, and a 17.4% net annual trend over a 17 month period, resulting in a 25.5% indicated adjustment.
The increase is implemented through updated base rates across all plans. Proposed monthly direct to consumer base rates are $27.20 for Accident Only, $101.66 for Basic Accident and Illness, and $116.48 for Unlimited Accident and Illness. Worksite rates remain set at 80% of direct rates. The expense load stays at $3 per month, and telehealth coverage continues at $0.14 per month.
The underwriting structure remains unchanged. Premiums do not increase due to pet aging or individual claims experience. Eligible pets include dogs and cats under age 14. Policies are rated annually and offer deductibles from $0 to $1,000, coinsurance from 70% to 100%, and annual limits of $7,500, $10,000, or unlimited depending on the plan. Optional endorsements include pre existing allergy coverage, 24/7 telehealth, a wellness endorsement, and a pet owner support endorsement.
The program launched in Idaho in September 2023. This marks its second rate increase in the state.
