CSAA Seeks Homeowners Rate Increase in Kansas

CSAA General Insurance Company has filed for a 10.2% overall rate increase to its homeowners program in Kansas, effective January 5, 2027, for both new and renewal business. The filing affects approximately 3,659 policyholders and would increase written premium by about $969,000.

The filing includes updates to base rates, equipment breakdown coverage pricing, buried utility line coverage pricing, and rate adjustment factors, alongside revisions to the company’s homeowners rule manual. CSAA said the selected 10.2% increase is below its actuarially indicated 14.1% statewide need.

By form, CSAA selected a 10% increase for HO-3 homeowners policies, compared to a 13.6% actuarial indication. Renters (HO-4) policies would receive a 17% increase versus an 18.5% indication, while condominium (HO-6) policies would increase 15%, well below an 80.8% actuarial indication driven by the small size of the book.

The filing also introduces a revised Buried Utility Lines endorsement. The optional coverage pays up to $10,000 per covered disruption for damage to underground utility lines serving the residence, including excavation costs, temporary repair expenses, damage to outdoor property, certain environmentally friendly replacement costs, and additional living expenses when applicable. The endorsement excludes losses involving septic systems, wells, fuel tanks, sprinkler systems, heating and cooling systems, hazardous waste cleanup, and certain weather- and fire-related causes. A policy deductible applies.

CSAA’s rule manual describes the endorsement as available on Heritage, Legacy, and Prestige homeowners policies with a $10,000 limit and a $1,000 deductible. The proposed flat premium for the optional coverage is $59 across all three homeowners tiers. Equipment Breakdown coverage remains optional with a $100,000 limit, a $1,000 deductible, and a proposed flat premium of $83.
