Spinnaker Updates Cyber Program in Virginia

Spinnaker Insurance Company filed a combined rate, rule, and form update for its stand-alone commercial cyber liability program in Virginia on December 23, 2025. The proposed effective dates are April 1, 2026 for new business and May 1, 2026 for renewals.

The filing replaces the core cyber policy, application, and declarations, along with numerous endorsements. Updates refine existing language, align the product with current SMB cyber market standards, and revise or add coverage for invoice manipulation, hardware replacement and device bricking, breach response costs, social engineering and funds transfer fraud, contingent business income, and technology errors and omissions.

Spinnaker says the changes are intended to improve competitiveness and clarify coverage triggers, limits, and exclusions. The filing also updates the cyber rate and rule manual and includes actuarial support, with rates submitted on a file-and-use basis.

The proposed rating changes produce an overall rate level decrease of 4.2% based on $707,852 of in-force premium across 297 policies as of September 1, 2025, with individual policy impacts ranging from a 63.5% decrease to a 318.5% increase. The actuarially indicated rate need is a 40.4% increase.

Boost supports product structuring, regulatory filings, and operations, while Spinnaker remains the licensed carrier underwriting the risk.
