Spinnaker Seeks Texas HDVI Commercial Auto Rate Increase

Spinnaker submitted a commercial auto rate and rule filing in Texas for its HDVI program, proposing an overall 16.59% rate increase effective May 1, 2026, for new business and June 1, 2026, for renewals.

The filing covers 24 policyholders and about $6.3 million in written premium, with an estimated written premium increase of roughly $1.05 million. The company said the change reflects a 17.65% indicated need, including a 20% selected increase for auto liability and a 7.1% increase for physical damage.

As part of the filing, Spinnaker is revising physical damage experience modification rules, updating physical damage fleet factors, and lowering the policy maintenance fee to 3% of issuance premium from 32%. The filing also references third-party data and models from FMCSA, ISO, state motor vehicle reports, and LexisNexis as part of underwriting and ratemaking.

This follows Spinnaker’s prior Texas commercial auto filings, including a 26.81% rate increase that took effect on March 1, 2025.
