AAIS and reThought File AI-Driven Flood Model in Vermont

The American Association of Insurance Services (AAIS), in partnership with reThought Insurance Corporation, has filed the reThought Flood Model and FloodProtect Rating Plan in Vermont. The submission, made on October 16, 2025, is rate neutral and serves as an advisory model filing for AAIS member companies.

The filing introduces a new private flood risk assessment framework that integrates three models — AIR Worldwide (Verisk Extreme Event Solutions), KatRisk LLC, and reThought’s proprietary reAI model. The reAI system employs ensemble-based machine learning algorithms such as Random Forest, XGBoost, and CatBoost, dynamically weighting outputs from the commercial models to create a unified flood risk view.

The model leverages the Oasis Loss Modelling Framework and incorporates on-site data collected via a custom mobile app. It draws on historical NFIP loss data dating back to 1980 to refine predictions.

AAIS member insurers can access the system through a partnership with reThought, while many details of the model — including its tuning logs, feature engineering, and algorithms — remain confidential trade secrets. The filing affirms compliance with non-discrimination regulations and explicitly states that price optimization techniques were not used.
