Florida Adds Three More Property Insurers

Florida Insurance Commissioner Mike Yaworsky announced three additional property and casualty insurers entering the state, bringing the total number of new entrants since the state’s legislative reforms to 20.

The newly approved companies are Builder Reciprocal Insurance Exchange, Frontline Insurance Reciprocal Exchange, and Wingsail Insurance Company. According to the Florida Office of Insurance Regulation, the new entrants have contributed more than $850 million in capital to Florida’s property market since the reforms.

Builder Reciprocal Insurance Exchange, based in Texas, was approved to write homeowners multiperil coverage focused on newer home communities and plans to bring more than $100 million in capital into the state.

Frontline Insurance Reciprocal Exchange, based in Lake Mary, Florida, was approved to write fire, allied lines, homeowners multiperil, inland marine, boiler and machinery, and liability coverage across all 67 Florida counties.

Wingsail Insurance Company, domiciled in Arizona and owned by Spinnaker, is expanding into Florida’s homeowners multiperil market.

The OIR also pointed to improving market conditions, including an 83% pooled combined ratio for Florida domestic property insurers at year-end 2025, down from 94% in 2024 and 109% in 2022. The office noted that it has received more than 190 residential rate filing requests for decreases or flat renewals since the reforms.
