Progressive submitted a Virginia private passenger auto filing introducing broad changes to its rating structure while lowering rates across several underwriting companies.
The overall rate impact is -2% for Progressive Advanced, Progressive Universal, and Progressive Direct, while Progressive Northern, Progressive Casualty, and Progressive Gulf show an overall rate impact of -4.5%.
Progressive Advanced Insurance Company, which covers about 149,268 policyholders and $178.5 million in written premium in Virginia, reported an overall rate impact of -2.242%, with individual policy impacts ranging from decreases of 43.7% to increases of 25.1%.
Progressive Northern Insurance Company showed the largest overall reduction in the filing at -5.984%, affecting 86,439 policyholders and approximately $114.8 million in written premium.
The filing also updates underwriting matrices and factor tables used throughout Progressive’s pricing model. The rating formula incorporates variables tied to driving record points, prior insurance activity, vehicle characteristics, household structure, annual mileage, payment behavior, roadside occurrences, rideshare use, and usage-based insurance participation.
All in all, Progressive reaches 593,785 policyholders in Virginia across the reported entities.
The proposed effective date is August 7, 2026, for new business and September 4, 2026, for renewals.
