Progressive submitted a rule filing in Connecticut updating billing and payment provisions for its commercial auto program.
The filing was submitted on March 10, 2026 and introduces revised installment fees, late payment fees, and return payment fees. The changes are scheduled to take effect March 18, 2026 for new business and April 22, 2026 for renewals.
Under the update, installment fees will apply to Electronic Funds Transfer (EFT), direct invoice payments, and automatic card payments. The fee amount varies based on premium size, market segment, and business class group. Policies with premiums under $5,000 may face installment charges ranging from $3 to $12 depending on payment method and market tier, while policies above $10,000 in premium could see installment fees of up to $35 for non EFT payments.
The filing also revises late payment penalties. Late fees can range from $10 to $55 depending on the policy’s premium level and business class group and generally apply when installment or card payments are received after the due date unless the policy is billed through EFT.
In addition, Progressive will charge a $25 fully earned fee for returned or dishonored payments, including non sufficient funds checks or failed electronic transactions.
The rule update affects billing mechanics only and does not include any changes to base insurance rates.
