Progressive has filed to introduce Progressive Vehicle Protection (PVP) in North Carolina, an optional auto endorsement classified as mechanical breakdown insurance. The insurer plans to use the endorsement across its Progressive auto companies.

The product is scheduled to become available for new business on February 5, 2027, and renewals on March 5, 2027.

Progressive is proposing a $100 base rate, with pricing adjusted primarily based on vehicle class and the vehicle’s age when PVP coverage is purchased. The filing includes separate class codes by vehicle make, model and body style, along with vehicle-age factors.

Unlike some competing vehicle-protection products, Progressive says PVP does not use odometer mileage for either eligibility or rating. The company benchmarked its pricing against First Colonial Insurance Company’s service contract reimbursement program already approved in North Carolina. After adjusting the competitor’s older rates for vehicle repair inflation, Progressive estimates that First Colonial’s rates could be as much as 32% higher on average than PVP.

Coverage will not remain indefinitely. Progressive states that PVP will be removed if a vehicle stops meeting eligibility requirements, and in any event will be removed at the first renewal when the vehicle reaches age eight.

Progressive said it intends to monitor the program’s performance and adjust its rating factors and rate level as necessary.

Bottom Line: Progressive is expanding PVP to North Carolina, bringing its mechanical breakdown, key/fob and minor dent protection endorsement to another state. The product dates back to a 2023 Iowa filing, when Progressive said Iowa would be the first state to offer the coverage.
