Progressive filed pet insurance programs in roughly 46 jurisdictions, with most states launching on July 17, 2025 as part of a coordinated national expansion effort. Notable absences include Arizona, Florida, Maine, Minnesota, New York, and Texas, some of the largest pet insurance markets in the country.
Despite the wide rollout, actual policyholder data remains limited. Only five states currently report exposure figures — Indiana, Michigan, Missouri, North Carolina, and Ohio — representing a combined 1,388 policyholders and approximately $694,000 in written premium.
Michigan is the clear outlier. The state reported 596 policyholders and $317,151 in premium as of May 2026, translating to nearly two new policyholders per day since launch. North Carolina followed with 249 policyholders, while Ohio reported just 94 despite launching on the same date.
Progressive is also reducing rates across every state with reported data. Filed decreases range from 3.5% in Ohio to 6.5% in Michigan, signaling an aggressive growth strategy aimed at building market share during the program’s early stages.

Bottom Line: Progressive’s pet insurance rollout is broad, but still early in terms of scale. A key growth driver could be Progressive deprioritizing its partnership with Pets Best in favor of its own pet insurance offering.
