Hartford Updates Spectrum Program With New Liability Exclusions

The Hartford has introduced new exclusions targeting bed bugs, kissing bugs, and punitive damages as part of an update to its Spectrum commercial package program in Florida.

The informational filing, submitted on June 12, 2026, applies to Hartford Underwriters Insurance Company and Property & Casualty Insurance Company of Hartford, with an effective date of July 11, 2026. The filing does not include rate changes and was submitted on an informational basis.

Among the new forms is an exclusion eliminating liability and medical expense coverage arising out of bed bugs, kissing bugs, or any infestation. The endorsement broadly excludes claims related to bodily injury, property damage, personal and advertising injury, remediation costs, relocation expenses, regulatory actions, and alleged failures to prevent, detect, warn of, or mitigate infestations. The exclusion applies regardless of the source of the insects or the theory of liability asserted.

The filing also introduces new endorsements excluding coverage for punitive or exemplary damages under both the Business Liability Coverage Form and the Umbrella Liability Supplemental Policy. While the exclusions remove indemnification for punitive damages, The Hartford stated that it would continue to defend covered lawsuits alleging such damages if the policy otherwise applies.

In addition to the new exclusions, The Hartford updated several existing forms, including endorsements related to professional veterinarian services and athletic participants. The company also revised its Computers Worldwide endorsement, which provides optional property coverage for direct physical loss or damage to computers anywhere in the world, including while in transit, subject to specified limitations.

According to the explanatory memorandum, the new bed bug and punitive damage exclusions are available across all classes written under the Spectrum Policy Program.
