Chubb Expands New Jersey PIP Treatment of Bicycle and E-Bike Riders

Chubb has filed changes to its Masterpiece personal auto program in New Jersey to treat people operating bicycles and certain low-speed electric bicycles as pedestrians for personal injury protection coverage.

The revised form defines a low-speed electric bicycle as a two-wheeled vehicle with operable pedals and a motor that provides assistance only while the rider is pedaling and stops providing assistance at 20 mph.

The change responds to the enactment of New Jersey Senate Bill 4834 and applies to Chubb Insurance Company of New Jersey, Pacific Indemnity Company, Vigilant Insurance Company and Federal Insurance Company.

The filing was submitted July 13 and requests a January 1, 2027, effective date for new and renewal business. As a form-only filing, it does not include policyholder or written-premium figures.
