Chubb Companies Seek 10.2% Commercial Rate Hike in Oregon

Chubb Group carriers — ACE Fire Underwriters Insurance Company, ACE Property and Casualty Insurance Company, and Pacific Employers Insurance Company — have filed for a 10.2% overall rate increase on their commercial program in Oregon, effective December 13, 2025, for new business and April 2, 2026, for renewals. The change impacts 982 policyholders and $2.2 million in written premium.

Rate impacts vary by company: ACE Fire (15.11%), ACE P&C (10.07%), and Pacific Employers (2.9%). Actuarial indications called for a steeper 23.55% increase, but the selected rate is significantly lower, reflecting a management decision to temper the impact.

Key updates include adoption of revised ISO general liability loss costs, a new Policy Expense Fee tied to policy type and sales channel, and a Rate Stabilization Factor applying a 1.035 annual adjustment to certain coverages. The filing also revises tier assignment rules using criteria such as crime, roof age, financial responsibility, claims risk score, and urban/rural classification.

The last increase was 8.63%, effective September 14, 2024. Minimum premiums are set at $485 for full policies, $350 for building/BPP-only, and $250 for business liability-only coverages. The filing confirms $100,000 as the automatic limit for “Damage to Premises Rented to You” coverage.
