Progressive Direct Insurance Company has filed a new rate and rule submission in Connecticut for its Pet Insurance Plan, branded as “PUP.” This filing represents Progressive’s official entry into the pet insurance market under the Inland Marine category. The filing was submitted on April 22, 2025, through actuarial consulting firm Perr&Knight, and seeks an effective date of July 17, 2025.
The new plan introduces monthly base rates of $58.93 for dogs and $27.95 for cats, with a minimum annual premium of $200. The plan uses a complex rating algorithm that factors in breed, age, gender, territory, claims experience, deductible and copay options, and the selection of wellness benefits. Policyholders can choose annual coverage limits ranging from $5,000 to unlimited, and deductibles ranging from $100 to $1,000. Copays range from 10% to 50%, depending on the plan selected.
Progressive’s program offers multiple discounts, including a multi-pet discount of up to 5%, a 5% discount for bundling with other Progressive policies, and a 5% discount for policies that include qualified wellness endorsements. The wellness component of the plan includes coverage for routine exams, vaccinations, deworming, and preventive care, with separate rating factors depending on the coverage level chosen.
Eligibility is limited, with dogs over age 12 and cats over age 14 excluded from new policy enrollment.
