Progressive Files Underwriting Update for $3.9B Texas Auto Program

Progressive County Mutual Insurance Company has submitted a new underwriting guideline filing for its Texas personal auto program, which holds $3.9 billion in written premium. The July 22 filing, effective September 1, 2025, introduces two underwriting rule changes with no rate impact.

Key updates include rating widowed drivers as married (Rule D03) and reordering credit data every 36 months (modified Rule P22). The filing replaces a previously approved guideline and is marked as a full replacement with no affected policyholders. The last rate change for this program, approved in February 2025, decreased rates by 3.1%.
