Liberty Mutual Files New Usage-Based Auto Program in Virginia

Liberty Mutual has filed a new usage-based insurance program in Virginia for Liberty Mutual Personal Insurance Company and Peerless Indemnity Insurance Company, proposing a March 22, 2027, effective date for new business and renewals.

The program uses driving information collected through company-approved technology and introduces two rating factors: a participation discount and a UBI program factor.

The insurers currently offer RightTrack. According to the filing, customers completing or already finished with that program will see no immediate impact. Existing telematics factors will remain with a vehicle for the life of the policy unless a newly added or replacement vehicle has UBI data, a newly added driver has UBI data, or the policy enrolls in active UBI monitoring. A policy cannot use both the existing telematics factors and the new UBI factors.

The filing reports no overall rate change and lists 60,472 policyholders across the two insurers, representing approximately $119.8 million in written premium. These figures describe the underlying auto books, rather than UBI enrollment.

Submitted October 4, the filing remains pending. Modeling support and algorithms were submitted confidentially in a separate filing.
