Liberty Mutual’s Certainly is withdrawing its personal auto program in Arizona, according to a filing by The Netherlands Insurance Company.

The filing requested September 17, 2026, for new business withdrawal and January 18, 2027, for renewals. Arizona closed the filing on October 6, noting that the program’s rates and rules were withdrawn from use at the insurer’s request.

During its review, the department challenged the company’s request to keep its notice confidential and required changes to its customer nonrenewal letter. Liberty Mutual subsequently removed its trade secret claim and revised the letter to move required consumer notices into the body.

The insurer also submitted a separate filing to withdraw the corresponding policy forms.
