Berkley Regional Insurance Company submitted a filing in Hawaii on March 3, 2026 to introduce a cyber coverage component to its Registered Investment Adviser (RIA) program.
The filing represents an initial rule and rate submission to support a new Cyber Part Endorsement, which would extend coverage for risks such as data security incidents, network security failures, and ransomware attacks affecting investment advisory firms.
The proposed rating methodology incorporates a mix of quantitative and qualitative underwriting inputs, including assessments related to data security practices, network security controls, and ransomware exposure.
Because the filing represents a new program in the state, the insurer currently reports no policyholders and no written premium associated with the coverage. If approved, the endorsement would apply to new and renewal business beginning June 1, 2026.
However, the Hawaii Insurance Division placed the filing in abeyance, raising concerns about the use of schedule or subjective rating elements in the underwriting approach. The regulator’s action effectively pauses the review until the insurer responds to the objections.
