AmTrust Files Non-Cumulation Rules For BOP In Pennsylvania

Security National Insurance Company, along with affiliated AmTrust carriers, filed Businessowners policy rule changes in Pennsylvania on December 4, 2025. The updates apply to both new and renewal business effective June 1, 2026.

The filing affects 568 policyholders across the group and approximately $2.2 million in total written premium. The changes are rule based and do not introduce new rates, but instead strengthen policy conditions around how limits apply when multiple policies respond to a single loss.

Specifically, the insurers are seeking approval of two new rules: Multiple Policies Non Stacking of Limits and Non Cumulation of Liability Limits. Together, the rules are designed to prevent insureds from stacking coverage limits across more than one policy for the same occurrence, capping recovery to the highest applicable limit.

The filing follows a significant prior rate action, with a 59.2% increase that took effect February 1, 2025. In contrast, this submission is focused on tightening coverage mechanics rather than further repricing.
