Safeco Files New Personal Umbrella Program in Wisconsin

Safeco, a subsidiary of Liberty Mutual, filed to introduce a new Personal Umbrella insurance program in Wisconsin on January 21, 2026.

The filing applies to new business starting March 21, 2026 and represents a new program rather than a revision to an existing book, with no policyholders or premium impact at launch. Rates and rules were not included and are expected to be submitted at a later date, as the filing covers forms only.

The policy includes provisions allowing the insurer to obtain information from telematics, vehicle data, maintenance systems, or event recorder devices installed in covered vehicles, signaling an openness to broader data use in underwriting or claims evaluation. At the same time, the form explicitly excludes coverage for losses arising while an insured is logged into delivery network platforms or transportation network platforms, such as food delivery or rideshare services.
