Aspire General Insurance Unveils Texas Auto Program

Home State County Mutual submitted a filing in Texas for a new Aspire private passenger auto program managed by Aspire General Insurance Services, LLC, with a targeted launch date of June 1, 2026. The filing includes new applications, declarations pages, named driver exclusion forms, and a named non owner coverage endorsement.

According to the filing, the program will use the Texas promulgated personal auto policy along with county mutual special provisions language, Texas promulgated endorsements, and proprietary forms already approved for Home State County Mutual. Rate, rule, and underwriting filings for the program will be submitted separately.

The filing outlines underwriting restrictions tied to ridesharing, delivery services, business use, and commercial activity. Applicants must certify that insured vehicles will not be used for services such as Uber, Lyft, DoorDash, or taxi operations unless specifically disclosed and accepted by the insurer.

The new named non owner endorsement excludes coverage for vehicles owned by the insured or regularly available for their use, while also excluding coverage tied to transporting people or property for a fee, auto business operations, or vehicles rented or leased to others.
