Home State County Mutual Insurance Company has filed a new mandatory endorsement in Texas to align its Private Passenger Auto policies with upcoming state legislative changes to the appraisal process. The filing, effective upon approval and targeting January 1, 2026, for new business and February 1, 2026, for renewals, introduces the Appraisal Endorsement (APPRAISAL 01/2026).
The endorsement updates the policy’s appraisal provision to comply with Senate Bill 458 (2025) and the proposed Texas Administrative Code §§5.9800–5.9805, which govern appraisal procedures for auto insurance claims. It establishes specific timelines requiring that appraisal demands be made within 120 days and that awards be issued within 180 days after umpire selection.
The endorsement is mandatory for all AmWINS Specialty Auto Inc.–managed products, including Prime 2.0 (PRH), Edge (EGA), and Excel (EXL). Although the referenced administrative code sections are still in proposed status, the company expects the final rules to closely mirror the current language.
The filing carries no rate impact and was submitted under the form/endorsement category. It applies to policies using the promulgated Texas personal auto form with county mutual special provisions.
