Root Property & Casualty Insurance Company has filed a rate and rule submission to launch a new private passenger auto program in Idaho, marking a planned market entry in 2026. The filing was submitted on December 23, 2025, and requests an effective date of August 18, 2026 for both new and renewal business.
The filing covers rates and rules only, with policy forms expected to be filed separately in early 2026. Root describes the submission as its formal proposal for entering the Idaho auto market, noting that similar filings have already been approved in several other states, including Georgia, Kansas, Minnesota, and Wisconsin.
Root’s Idaho program will offer six-month private passenger auto policies written by Root Property & Casualty Insurance Company, which is domiciled in Ohio and already licensed to write auto insurance in Idaho. The company positions the product around its telematics-driven underwriting model, which evaluates individual driving behavior through its mobile app or approved third-party data sources. Customers may complete a “test drive” period before purchasing a policy or bind coverage immediately with rates adjusting after telematics data is collected.
For rating, Root will use proprietary models alongside third-party data from TransUnion, including Idaho-specific versions of CreditVision Insurance Score 1.0 and Vehicle History Score 2.1.
