Mutual of Enumclaw is adjusting its Advance Quote Discount (AQD) in Oregon for its Member’s Best private passenger auto product, effective March 28, 2026, for new business only.

The filing increases the discount for brand-new policies (those never previously renewed) from 8% to 23%. The discount then gradually phases out over eight renewals, returning to no discount at renewal eight.

The insurer analyzed claims data from Q4 2022 to Q3 2025 and found that customers who used the advance quote discount had a lower loss ratio (59.6%) compared to those who didn’t (71.2%), supporting the case for a larger new business discount.
