Mutual of Enumclaw Winds Down BOP

Mutual of Enumclaw is scaling back its Businessowners Program (BOP), withdrawing from several states as part of a broader strategic exit from the segment it has underwritten for over two decades.

In Oregon, the company plans to exit a book of 430 BOP policies, totaling $1,839,780 in premium.

The insurer is also retreating from Montana, where it filed on June 24, 2025, to discontinue 134 BOP policies representing $870,204 in premium.

Similarly, regulators in Arizona approved the company’s withdrawal on June 26, 2025, affecting 91 policies totaling $375,479 in premium.

In Wyoming, the insurer received approval on June 30, 2025, to exit the BOP market, impacting 21 active policies and $133,350 in premium.

The company faced a setback in Utah, where its attempt to withdraw from the market was rejected by regulators on June 26, 2025. The proposed withdrawal would have impacted 228 policies with $600,372 in premium. The state cited incomplete documentation and directed Mutual of Enumclaw to submit a formal “Plan of Orderly Withdrawal” before refiling.

Non-renewals will begin in October, with full withdrawal by December 2026. “As part of this transition, we will begin the non-renewal of our in-force policies under this program, starting with those effective on or after January 1, 2026.”

As of now, it remains unclear whether the company will proceed with similar actions in Idaho and Washington, two other states where it has a presence, as no new BOP withdrawal filings have been submitted in those states this year.

In 2024, Mutual of Enumclaw wrote $479.1 million in premium, up 1.3% from 2023. The company operates in seven states, with Washington accounting for 56% of total premium, followed by Oregon (19.3%) and Idaho (8.8%). Business is spread across Personal (68%), Farm (18%), and Commercial (14%) lines. Despite a shrinking policyholder base, the company ended the year with 194,630 active policies.

The BOP wind-down reflects shifting risk appetite and market conditions, as Mutual of Enumclaw consolidates its focus amid broader industry challenges.
