Branch Insurance Exchange submitted a rate and rule filing on April 10, 2025, for private passenger auto insurance in Oregon (SERFF #BRFI-134489543).
The filing proposes updates to several rating plans and introduces a new pricing table based on verified annual mileage. It includes an overall rate increase of 3.2%, affecting 367 policyholders, with premium changes ranging from -12.3% to +28.9%. The updates also incorporate revised rating factors, discounts, and base rates.
The new mileage-based pricing uses Carfax data and reflects an analysis of 2023–2024 claims (excluding Texas) across multiple coverages. Vehicles without verified mileage were excluded from the analysis.
To standardize pricing, Branch set a neutral rate factor of 1.000 for vehicles averaging around 10,709 miles annually—the state average. Vehicles without verified mileage will also receive a default factor of 1.000.
Effective dates are April 15, 2025, for new business and May 21, 2025, for renewals.
