Incline Introduces Last-Mile Commercial Auto Program

Incline Casualty Company has filed a new ICC Last Mile Commercial Auto Program in Oklahoma. The state marked the rate and rule filing filed on October 27, with a new-business effective date of September 1, 2026.

The program uses ISO commercial auto loss costs, rules and rating plans, supplemented by company exceptions. Loss cost multipliers are 1.887 for liability and 1.980 for physical damage, with a $500 policy minimum premium.

For transportation network and on-demand delivery services, the manual limits the applicable rating rule to light trucks, private passenger-type vehicles and public automobiles, excluding other vehicle types.

The manual also provides optional endorsements to restrict hired and non-owned auto coverage to designated operations, exclude named drivers and exclude operations outside the intended coverage.

Incline says its exception pages and loss cost multipliers are based on those previously approved for a competitor, which the filing does not identify. As a new program, it reports no existing policyholders or rate impact.
