EMC Files CGL Rate Decrease in Kansas

EMC Insurance Companies is pursuing a commercial general liability rate and rule revision in Kansas that will result in an overall 5.6% rate decrease across four affiliated carriers: EMC Property & Casualty, EMCASCO, Employers Mutual Casualty Company, and Union Insurance Company of Providence. The change impacts 3,661 policyholders and $14.6 million in written premium, with an expected premium reduction of roughly $867,000.

The companies are adopting ISO’s latest loss costs and lowering their loss cost multipliers for multiple classifications, including manufacturing, offices, and products, while also revising basic limit rates for select sublines. Despite the overall decrease, individual policy impacts vary significantly, with some accounts seeing increases of up to 48% due to ISO loss cost adjustments and limit factor changes. The filing contains detailed modeling support and references several ISO submissions, but does not introduce new technology or proprietary methodologies. The update is scheduled to take effect May 1, 2026.
