EMC Expands Cyber Tiers In Maine

Employers Mutual Casualty Company filed updates to its Cyber Suite program in Maine on December 4, 2025, with changes applying to new business and renewals effective June 15, 2026.

The filing expands the program’s tier structure from four tiers to five, a move EMC says better reflects the changing cyber risk environment. Tiering is based on an insured’s industry exposure to cyber incidents and the volume and sensitivity of data collected, with updated criteria designed to sharpen risk differentiation across classes.

The revised structure results in an overall rate increase of 6%. While policyholder counts and premium figures were not disclosed, the filing relies on industry loss and exposure data provided by Hartford Steam Boiler to support the updated tier factors.

During review, state regulators questioned why rates in the newly created Tier 5 appeared to be roughly double those in Tier 4. EMC responded that certain HSB data points were combined to avoid anomalous outcomes and that actuarial judgment was used to smooth rate factors between tiers rather than apply raw indications.

As part of the change, Educational Institutions and dance studios are now classified into the highest-risk Tier 5, reflecting elevated exposure profiles under EMC’s updated cyber framework. The coverage continues to address a broad range of cyber events, including data compromise, computer attacks, and misdirected payment fraud.
