Illinois EMCASCO Insurance Company, part of EMC Group, is launching a new Small Business Workers’ Compensation program in Texas, effective April 1, 2026. The filing adopts NCCI loss costs with a 1.34 multiplier and introduces a tiered rating structure, company-specific rules, and a 12% discount for policyholders using an EMC-certified health care network. The filing is rate-neutral and includes supporting forms.

“The Small Business Program product for Workers Compensation will be available for eligible new business and subsequent renewals written in Illinois EMCASCO. Our current Workers Compensation offering will remain available for customers that do not meet the definition of small business, determined by sales, payroll, property values, and the number of automobiles owned.”
