Clear Blue Adds Terrorism Liability to Auto Dealer Program in Texas

Clear Blue Insurance Company has filed a new rule update for its Auto Dealer Program in Texas, introducing a Terrorism Liability Coverage Part effective January 1, 2026. The filing, submitted by Martin & Company, follows an objection to a companion form filing and clarifies the rules supporting the new coverage.

The update impacts 127 policyholders and applies to approximately $8.3 million in written premium, though it is classified as rate neutral with no premium change. Clear Blue utilizes Verisk’s Insurance-to-Value (ITV) for building appraisals and operates on its internal Insurance Management System (IMS) and Net Rate Rating platform.

The move expands protection options for commercial auto dealers while maintaining compliance with regulatory review standards.
