Clear Blue Adds Safety Fee for Dashcams in Georgia

Clear Blue Insurance Company and Rock Ridge Insurance Company filed to update their Roosevelt Road Specialty Business Auto Program in Georgia, introducing a new Safety Policy Fee ranging from 0% to 5%. The fee is intended to recover identifiable costs associated with providing dash cameras, which are included with all insured vehicles.

The filing specifies that the Safety Fee applies to all new and renewal commercial auto policies with owned vehicles and will be expressed as a uniform percentage debit within the approved range. The percentage will be reviewed annually and adjusted prospectively based on actual and anticipated camera costs.

The Georgia Department of Insurance requested clarification regarding the fee’s treatment as premium and its refundability upon cancellation. Clear Blue clarified that the Safety Fee is a third-party charge applied in a non-discriminatory manner across its book of business.

The revision carries no overall rate impact and is set to take effect on November 20, 2025, pending state approval.
