Clear Blue Seeks Approval for New Auto Program in California

Clear Blue Insurance Company, through MOTER Technologies, submitted a class plan filing in California to launch a new private passenger auto program. If approved, the program will take effect November 13, 2025, for new business.

The filing mirrors Progressive Advanced Insurance Company’s program but includes some key changes. Several optional coverages were removed—such as Gap Insurance and Rideshare endorsements—while a $60 policy fee was added and the cancellation fee eliminated. Base rates were aligned with Progressive’s data to target a specific combined ratio.

A standout feature is the program’s focus on green vehicles, notably including the 2026 Sony Honda Mobility AFEELA EV within its symbols. Mileage verification will draw on third-party data, direct vehicle inputs, or OEM sources.

The filing is still under review, with regulators requesting additional documents and clarification. Clear Blue intends to market the program through OEM partnerships and affiliated insurance management services, positioning it as a way to expand consumer choice in California’s auto market while supporting the state’s environmental priorities.
