Accident Fund Secures Hard-to-Place Workers’ Comp Coverage for Kansas Nonprofit

Accident Fund General Insurance Company (AFG) obtained Kansas regulatory approval on February 26, 2026 for a consent-to-rate Workers’ Compensation policy covering Heartspring, Inc., a Wichita-based organization serving children and adults with special needs. The filing, effective March 1, 2026, was approved the same day it was submitted.

The consent-to-rate designation reflects the difficulty of placing this risk in the standard market. Travelers, Zurich, and Liberty Mutual all declined to write the account, citing loss experience that could not be supported by filed rates. AFG stepped in as the carrier of last resort, writing the policy at 48% over AFG rates plus a 25% debit — bringing the total premium to $686,983 against a standard premium of $375,022.

The filing highlights AFG’s willingness to write challenging accounts that larger carriers have walked away from, a meaningful capability in the workers’ compensation space where nonprofits serving vulnerable populations can present complex and unpredictable loss profiles.
