Crum & Forster Launches WTW Xpress Excess Liability Program

The North River Insurance Company, a Crum & Forster subsidiary, has filed a new excess liability program in Maryland tied exclusively to business placed with Willis Towers Watson. The filing was submitted on December 24, 2025, with both new and renewal business effective March 1, 2026.

The filing seeks approval of a new underwriting manual and roughly 51 policy forms to support the WTW Xpress Excess Liability Program. The program is structured as a following form excess product and will initially rely on North River’s currently approved excess liability rates, resulting in no immediate premium impact at launch.

WTW Xpress is designed specifically for the Admitted Excess Retail segment and is limited to risks written through Willis Towers Watson, making WTW the sole distribution partner for the program. North River positions the offering within its Surplus & Specialty Lines Division, extending its excess liability capabilities through a controlled, broker specific channel.

From a coverage standpoint, the program includes explicit exclusions related to genAI and cyber incidents, signaling a cautious approach to emerging and systemic technology driven risks. No policyholder counts were provided, as the filing represents a new program rather than a modification to existing business.

A similar filing was submitted in Idaho.
