Central Adds Fortified Home Wind Discounts In Kentucky

Central Insurance Company filed homeowners wind rate and rule updates in Kentucky on December 4, 2025, with changes effective March 1, 2026 for both new and renewal business.

The filing affects 970 policyholders and approximately $2.1 million in written premium. The update is driven by compliance with the Strengthen Kentucky Homes Act (House Bill 256), which encourages windstorm resistant construction through insurance incentives.

Central is introducing a Fortified Home Discount tied to IBHS Fortified Roof, Silver, and Gold designations, along with a Fortified Roof Upgrade Endorsement. The changes are intended to recognize reduced wind loss potential for homes built or retrofitted to higher resilience standards.

The filing benchmarks discounts and eligibility against competitor programs from Erie, Grange, Westfield, Allstate, and Auto Owners, and incorporates the changes into Central’s TruRate 2.0 homeowners rating algorithm.

The update follows a significant homeowners rate increase of 21.3% that became effective November 1, 2025. Unlike that prior action, this filing focuses on mitigation based credits rather than base rate adjustments, aligning pricing incentives with state level resilience policy goals.
