XL Specialty Insurance Company and AXA Insurance Company—together operating the AXA XL Collector Vehicle Program—opted not to reduce rates during the COVID-19 emergency. The companies argued their limited-use collector car policies were already priced with infrequent driving in mind.
The program insures antique and exotic vehicles typically driven under 3,000 miles annually for exhibitions, parades, or leisure. According to the filing, policyholders were actually driving more during the pandemic, not less, with windshield damage claims up 80% nationwide by September 2020. In Maryland, AXA XL reported 72 collector vehicle policies covering 100 vehicles and saw no material change in claims activity compared to the prior year.
As such, AXA XL requested exemption from pandemic-related rate relief, citing the nature of the program and consistent risk exposure.
