American Pet Insurance Company (APIC) and ZPIC Insurance Company have filed for a 24.9% rate increase in North Carolina for Trupanion Pet Health Insurance, effective May 1, 2026, impacting 25,395 policyholders and $23.3 million in written premium. The filing revises Base Rates, Geography, Breed, and Gender Factors, raising the base rate from $107.40 to $138.19 (a 28.7% jump).
Trupanion’s age-at-enrollment pricing keeps pets in their initial age category, preventing large annual hikes. Discounts include State Farm, Web Link Partner, and Affinity Group offers, with trial policies available through vets, shelters, and breeders.
Regulators flagged two actuarial concerns — the negative premium trend and the use of only one year of data for rate indications. Despite objections, APIC maintains the trend reflects higher deductibles and its unique pricing model.
