Shelter Cuts Oregon Homeowners Rates

AmShield Insurance, part of Shelter Insurance, has filed a rate and rule update for its homeowners program in Oregon, proposing an overall -11.4% rate decrease, equivalent to about $377,000 in premium reduction across 3,292 policyholders.

The filing, submitted on March 19, 2026, reflects a shift following multiple prior increases, including a +6.9% revision earlier in March 2026. Despite an indicated need for a +11.5% increase, the company opted to lower rates, citing improved recent loss performance and signs of overpricing in certain segments.

A key change is to the companion policy discount, which has been reduced from 0.85 to 0.77, increasing the discount for customers who bundle homeowners with AmShield auto or umbrella policies.

AmShield noted that business written since 2024 has materially improved, with a 45% loss ratio versus 80% on older cohorts, supporting the decision to ease pricing while continuing to refine underwriting.

The move signals a recalibration of the insurer’s Oregon book, balancing prior aggressive rate hikes with improved performance and competitive positioning.
