Shelter Mutual Insurance Company submitted a homeowners rate filing in Kansas on February 19, 2026, seeking changes to its base rates and deductible factors across HO-3, HO-4, and HO-6 policies.
The proposal would affect 29,607 policyholders and approximately $53.5 million in written premium. The company requested an overall revenue increase of 7.7%, or about $3.8 million, with a target effective date of May 11, 2026, for both new and renewal business.
The Kansas Insurance Department marked the filing as Disapproved and Not Filed on the same day, citing insufficient actuarial support and inadequate justification for the proposed rate and factor changes.
Shelter uses the National Association of Independent Insurers (NAII) as its statistical agent and operates the program independently. The company previously implemented a 9.3% homeowners rate increase effective March 12, 2024.
