Infinity County Mutual Insurance Company, part of Kemper, has filed underwriting guidelines for a new voluntary private passenger auto program in Texas called Kemper Auto BVP, with an effective date of September 1, 2026, for new business. The program, underwritten through Kemper General Agency, uses credit scoring, applies only to new policies, and does not affect existing business.

The underwriting manual limits policies to one named insured, up to six vehicles and eight rated drivers, while applicants cannot exceed 30 combined driving record points or five total accidents or claims. Drivers with revoked licenses, insurance fraud convictions, certain medical impairments without physician clearance, or who reside outside Texas for most of the year are ineligible.
The program also excludes a wide range of vehicles and uses, including vehicles valued above $75,000, classic and exotic cars, modified vehicles, rideshare and delivery vehicles, Turo rentals, commercial-use vehicles, and vehicles used for racing. Physical damage coverage is unavailable for vehicles more than 20 years old or those with salvage or branded titles.
Last year, Kemper filed a trademark application for Kemper Auto BVP, describing it as an auto insurance underwriting service.
Bottom Line: The affordability segment is back in focus. Allstate is trademarking its way down-market with Just Enough, while Kemper is repackaging its existing bare-bones, agent-distributed Texas auto product under a new label. One signals a strategy shift. The other is a well-timed product refresh.
