Hawaii Returns Starr’s New Public Company D&O Filing

Starr Indemnity & Liability Company filed a new Directors and Officers liability offering in Hawaii, introducing the Starr Secure for Public Companies Program. The February 24, 2026 submission sought approval, on a new business basis, for a full program rollout including new policy forms, rates, and underwriting rules.

The filing positioned the product as a dedicated D&O solution for publicly traded companies, with actuarial support referencing competitor programs from The Hartford and Arch Insurance as market benchmarks.

However, the Hawaii Department of Commerce and Consumer Affairs returned the filing for non-compliance with state instructions.

Regulators cited the use of prohibited subjective rating factors, including qualitative terms such as “low hazard” and “very confident,” which do not meet Hawaii’s standards for objective and measurable rating criteria.

The program cannot proceed until the filing is revised and resubmitted.
