Citizens Insurance Company of the Midwest, part of The Hanover, has submitted a rate filing in Michigan for its personal motorcycle insurance program that would take effect July 1, 2026, for both new and renewal business.
The filing seeks approval to retain Michigan Catastrophic Claims Association (MCCA) charges as published in December 2025.
Under the proposal, the MCCA assessment remains split between a $65 pure premium component and a $19 deficit component.
According to the explanatory memorandum, the overall estimated rate impact is 0.4% when MCCA charges are included, and 0.0% when MCCA is excluded. The filing affects approximately 1,858 motorcycle policyholders and is expected to increase written premium by roughly $4,600 on a base of about $1.54 million in premium.
