Encompass Cuts Illinois Homeowners Rates

Encompass Insurance, part of Allstate, is lowering rates for its Custom 360 homeowners program in Illinois, introducing an overall 9.4% decrease affecting nearly 30,000 policyholders.

The update applies to owner-occupied homeowners policies and reflects changes to base premiums and rating factors, particularly around rate level management and fixed expense components.

The reduction translates to an estimated $6.4 million decrease in written premium across a book of about $68.4 million, impacting 29,672 policyholders.

The filing shows the rate change is primarily driven by adjustments to rate level management factors, with no change to base premium levels themselves.

New business rates take effect May 11, 2026, with renewals following on July 10, 2026.

This follows a prior rate decrease earlier in April, signaling continued downward pressure on pricing within the program.
