USAA Files Mileage-Based Auto Program in New Jersey

USAA has filed to introduce a usage-based auto insurance program in New Jersey that combines driving-behavior discounts with monthly premium adjustments based on mileage.

The program will use Cambridge Mobile Telematics’ mobile technology to collect driving data and USAA’s own scoring model to determine discounts. Proposed effective dates are April 17, 2027 for new business and June 11, 2027 for renewals, subject to approval.

Participants will initially be assigned an annualized mileage of 8,030 miles. Beginning in the second month, premiums will adjust using the previous month’s mileage. The proposed mileage factors range from 0.702 for annualized mileage of 500 miles or less to 1.163 for 20,000 miles or more, with a neutral factor at 14,000 miles.

Separately, drivers can earn discounts of up to 20% based on their driving scores. Discounts are averaged across participating operators and applied to eligible vehicles, with scores refreshed at renewal.

Participation is optional, but all rated drivers on a policy must enroll if the household selects the usage-based program. If a driver’s device stops transmitting for three days, USAA will generally assign 50 miles per day beginning on the fourth day until connectivity resumes.

The filing covers four USAA companies and reports a 0% overall rate impact. It lists approximately 150,700 policyholders and $357.1 million in written premium across the affected New Jersey auto books; those figures do not represent enrollment in the new program.
