The filing, effective May 1, 2026, affects 3,272 policyholders and $3.1 million in written premium, resulting in an overall 20.0% rate increase and a 24.1% indicated change.
The revision updates rate factors and provides actuarial support to demonstrate reasonableness, with individual policyholder increases ranging from 5.7% to over 25%. A cumulative rate index analysis shows consistent upward adjustments since 2020, with cumulative rate factors rising from 1.000 to 2.077 by May 2025.
The filing also notes that the Vermont Department of Financial Regulation generally prohibits the exclusion of veterinary exam fees, influencing rate structure compliance.
