Travelers is updating its Maryland personal auto program with changes to its Quantum Auto 2.0 tiering.
The March 31, 2026 filing is a rule change (not a rate change), effective April 10, 2026 for new business and June 4, 2026 for renewals.
The key update: how insurance scores are handled at renewal.
- Scores are still pulled at new business and at least every two years (or annually if requested).
- If a refreshed score improves → the better tier applies.
- If it worsens → the current (better) tier stays.
This creates downside protection—customers won’t be penalized for worse scores, but can benefit from improvements.
The overall tiering framework remains the same, using insurance scores, driver/coverage characteristics, and prior carrier history.

Bottom Line: Travelers adds a consumer-friendly safeguard to its tiering without changing rates.
