Spinnaker Insurance Company has received California approval for a residents liability program submitted by Millennial Specialty Insurance. The filing requested a December 1, 2026 effective date for new business.

The program provides coverage to tenants through participating property managers under a group policy. The group policyholder selects coverage limits and deductibles, with the same liability limits applying to all certificates issued under that policy.

Annual liability premiums range from $90 for $25,000 in coverage to $156 for $300,000. Coverage includes $1,000 per person in medical payments to others. Optional personal property coverage ranges from $5,000 to $50,000, with additional living expenses coverage equal to 20% of the personal property limit.

Other options include pet damage, bed bug remediation, water backup and refrigerated property coverage. A mandatory endorsement provides up to $2,000 for biohazard cleanup following a certificate holder’s death at the insured location.

The department approved the filing on November 5.
