Encompass Proposes 26% Home Rate Cut In Georgia

Encompass Insurance Company, part of the Allstate, has filed a rate and rule update for its homeowners business in Georgia that would materially lower premiums across several personal lines products.

The filing was submitted on January 15, 2026, and covers the Custom360 Homeowners, Condo, Renters, and Landlord programs. Encompass is proposing an overall 26% rate decrease for homeowners, with smaller reductions for condo, renters, and landlord policies. New business would take effect February 23, 2026, with renewals following on April 24, 2026. The filing is under prior approval and remains pending with the state.

The book of business remains small. The Georgia program has written only five policies since launching in late September 2025, representing about $19,000 in written premium. The proposed changes would reduce written premium by roughly $4,900, and no policyholders would see an increase under the revised rating plan.

The filing frames the changes as business and competitive adjustments rather than a response to loss pressure. Encompass is revising base premiums, fixed expense loads, payment class factors, and package and welcome discounts to better align pricing with market conditions. Payment type relativities are being simplified, and welcome discounts are being restructured to phase out more gradually over time.
